ORIGINAL GOAL: begin connecting subscribers by year-end 2009

Fall 2007 - Winter 2008: Selectboard Community info meetings; pre- subscriptions begin December 2007; Towns vote on Town Meeting Day
April 2008: Inter-local agreement made among towns
July 2008: Work begins to obtain financing.
October-December 2008: Towns sign final documents, financial offering made, closing on financing.

This is when the economic meltdown occurred.
The following milestones are planned:
Network design: 6 months
Construction begins: 6 months
Connection of the first customers begins Connections proceed continuously as new areas are wired. Pre- subscribers are connected first in any area that is wired
Complete wiring of entire ECF territory: approximately 2 years
